To write plainly, use now instead of the legalistic term henceforth. Other possibilities include from now on, from today and as of today.
- Legalistic: Seat belt use will henceforth be mandatory.
- Plain: Seat belt use will now be (or is now) mandatory.
- Plain: As of today, seat belt use is mandatory.
